Zhang Haiyang (Chinese: 张海阳; July 1949 - ) is a general in the People's Liberation Army (PLA) of the People's Republic of China, and the current political commissar of the PLA Second Artillery Corps.[1]

His ancestors were from Pingjiang County, Hunan Province. His father is Zhang Zhen, a general and the former member of the Communist Party of China Central Military Commission. His father-in-law is Sun Keji, a major general and former vice political commissar of the Nanjing Military Region. In July 2009, Zhang was promoted to a general of PLA.

Zhang is a member of the 17th Central Committee of the Communist Party of China.
