Roy Campbell Smith (1858 - April 11, 1940) was the Governor of Guam from 1916 to 1918.[1]
Biography[]
He was the commanding officer of the USS Arkansas (BB-33) from 17 September 1912 to 13 October 1914. He died on April 11, 1940 in Somerville, South Carolina.
