Raymond H.A Carter (born 17 April 1955 in Rochefort-sur-Mer, France) was Senior officer of the French Gendarmerie Nationale, in duty for 35 years. He is specialized in International Penal law, Defence, Aeronautics, Security and Safety. He is known and recognized at the in level in the world of the Martial Arts.

and painting and created several oeuvres of Art. His mother, Lucinda Carter born Da Silva Peixoto (Born in 1932), from Portuguese[1] then French nationality, she will insure Raymond’s education and also of his brother Gilles, Airline Captain Pilot,[2] and of his two sisters, Lucinda, painting artist,[3] and Anita during his husband absences, very often on mission.

Military career[]

It is in La Rochelle (France) where Raymond H.A Carter makes a commitment in the French Gendarmerie as auxiliary gendarme in 1973. He integrates the following year the Gendarmerie non-commissioned officer Training School of Châtellerault-Leblanc where already the recognition of his capacities in martial arts allows him to occupy a post of assistant-instructor. He begins then a career in Territorial gendarmerie, in particular in nautical and mountain units until 1980.

Ending top of the Training school of the non-commissioned officers of Le Blanc (France), as “Major de Promotion” as stated in France, he is appointed “Maréchal-des-logis-Chef” and joins then the School of the Officers of the gendarmerie Nationale (Ecole des Officiers de la Gendarmerie Nationale - EOGN)[4] of Melun (France) and so embraces his regular Officer's career from 1981. He is 26 years old when he gets the rank of lieutenant.

Between 1983 and 1987, he performs four years in anti-riot gendarmerie and commands the Gendarmerie Mobile Platoon of Egletons (France), securing the private residence of the French President of the Republic Jacques Chirac.

In 1987, he integrates the French Gendarmerie Aeronautical Units in France and abroad as professional helicopter and airplane Pilot; then he will be pilot instructor in Africa. He will command several air units (French Gendarmerie helicopters and airplanes), leading in particular Search and Rescue missions and Criminal Investigations to reinforce Gendarmerie Criminal Departments there. Then, in 1997, he is appointed as Second-in-command of the Gendarmerie Départementale for Vendée (France).

In 1999, he is assigned to the ‘Foreign Operations Group’ and operates in Former Yugoslavia within the NATO Forces. He joins then the United-Nations Mission in Bosnia and Herzegovina in 2000 as Head of the International Police Task Force High Commissioner's cabinet of the high-commissioner; he will take, in particular, the lead of the anti-terrorism cell of Nations United in Sarajevo there and will also work against the Transnational Organized Crime prevention and war crimes and crimes against humanity.

In 2002, at the request of Prosecutor Mrs Carla Del Ponte towards the French Defence Minister Michèle Alliot-Marie, he integrates the International Criminal Tribunal for Former Yugoslavia (ICTY) and joins The Hague as Security Adviser to the Prosecutor. At the direct and personal request of the ICTY prosecutor, he creates and manages the Tracking, Intelligence and Fugitive Unit (TIFU) in charge of searching and investigating war criminals on the lame. In 2004, he is in charge of the Security of the main French airports as lieutenant-colonel, Second in Command of the “Gendarmerie des Transports Aériens” (GTA) of which he will take care in particular of the GTA[5] Criminal Investigation Section. He continues to put a lot effort into the fight against terrorism. From 2005 till 2006, he is requested to join the “National Defence General Secretary”, depending directly on the Prime Minister, and integrates the State and Security Protection Department. He is a project leader in securing transports (Air, Maritime, Road, River) and improving their security in front of Terrorism. He also takes care in contacts with G8.

Sporting career[]

It is at the age of 14 that Raymond H.A. CARTER begins his career in the Martial Arts and the combat sports with his first friends, Hervé Queffelec and Alain Verdon. After getting his First Aid Certificate, he begins the karate-do and the aikido in 1969 within the “Club Rochelais d’Aïkido-Karaté » (CRAK) with his professors and Friends André Guillon and Christian Orny joined by the French Lawyer, Maître ClaudyValin.

Further to obtaining of his black belt of Aikido, 1st Dan, he opens the first Aikido club of the French department Hautes-Alpes in 1979, the “Aïkido-Club Haut-Alpin”. He looks for and researches the improvement of the Combat and Self-Defence techniques by taking into account the Police Officer, Gendarme and other people's dimension of the daily potential risk. The “special exercises for the Gendarmerie” Manual, published by Charles Lavauzelle& Cie Edition, will be one of the triggers of this initiative. It is with Senior and Great Masters of aikido, such as Maître Nobuyoshi Tamura, met for the first time in 1971, Maître André Nocquet, met in 1981 as well as other Masters of whom in particular the karate-do Master, Maître Guy Sauvin, and the aikido Master, Maître Claude Pellerin, who will become his Friends, that he will have the opportunity to work as well as with other experts. He since created several civil clubs of martial arts, combat sports and self-defence in France and abroad, as, for example, the “Aïkido Klub Morihei Sarajevo” in Bosnia-Herzegovina, in Mali, Ivory Coast, etc. Raymond Carter, in association with Kim Oriol of the French “Groupe d’Intervention de la Gendarmerie Nationale” (G.I.G.N.) where he'll also take part, decide to write a ‘Professional Self-Defence’ manual of about fifty pages for the benefit of the Officers and the Cadet-Officers whose publication will be accepted by the EOGN in 1982. It constitutes a ‘Memo’ for the benefit of all Officers of this Higher School. Afterward, Raymond Carter perfects their fighting techniques with Kim, as well as with Frédéric "Fred Perrin", who takes place in his Knife Fighting Technical work – “Knife Fighting Techniques”. He'll also meet Ljubomir Vracarevic, ‘father’ of the Yugoslav ‘Real Aikido” and Charles Joussot, creator of FISFO. Raymond Carter will work out and develop underwater combat techniques in liaison with Roger Cadiou, Jacques Mayol's ' records ' Friend and several times world record holder in apnea, which will give birth to the publication of the DVD “Scuba fighting”,[6] edited by International Budo Company in 2004 as well as of two others on the techniques of Police Defence Techniques. He is to note that Raymond H.A. Carter also becomes famous in the practice of the techniques of judo, ju-jitsu, aïki-jutsu, bu-justsu, Self-Defense, kobudo, tantojitsu, and the in the knife fighting techniques as well as in the practice of the boxing: English, French, Thai and kickboxing.

Today, honorary member of the French Federation of the clubs of “Close Combat”,[7] he supports the work of the Twins Saint Vincent which consists in developing the pedagogy and the didactics of this fighting art through written and visual supports &media, in the constant will to return at the origin of the discipline, conceived as “Art of neutralization "

Return to civilian life[]

After almost 35 years within the French National Gendarmerie, where he remains within Operational Reserve, he joins the rank of international consultants[8] in several domains in the fields of Transports and infrastructures/superstructures[9] Security and Safety (Airports, arbours, private enterprises, etc.) at the international level, notably against terrorism, piracy and Transnational organised crimes. He is working in France as well as abroad, in particular in Africa,[10] where heis currently living today in Ivory Coast. Raymond H.A. Carterhas studied at university during numerous years; holder in particular of a Ph. D. in public law and a Ph. D. in International Penal Law, he is Professor[11] of international criminal law in the “Centre d’Etudes Diplomatiques et Stratégiques” (C.E.D.S) in Paris since 2004; associated Professor teaching international criminal law and international security and defence for the benefit of Paris II Panthéon - ASSAS and Paris V - René Descartes Universities since 2004; associated professor in the same sector within the “centre d’Étude et de Recherche pour les activités de la paix (C.E.R.A.P.),[12] since 2008; in 2007, he’ll perform as Expert Educational adviser within the European Colleague of Polices.

International senior expert with the European Commission (E.C.) and of the United Nations Organization (O.N.U), he is also actively participatingas international Expert and Consultant within the “Centre Régional de Formation à la lutte contre la drogue” in Grand-Bassam (Ivory Coast) depending on the Ivorian Ministry of Interior. He goes on in training diverse staffs so much in the underwater, aquatic, ground and air domains while dispensing his specialized and university technical educations in France as abroad. He is nowadays interested forexpertise in the problems connected to the international criminality as the piracy and maritime terrorism (You can have a look in particular to his recent article published in the C.E.D.S. Review " Enjeux diplomatiques et Stratégiques - 2013 " entitled: " The maritime piracy: at the same time 'robbery' and ' maritime terrorism ' in the Gulf of Guinea, in particular in Ivory Coast - p. 321 - 330), international terrorism, the organized criminality, the cyber criminality and War crimes & crimes against humanity. Hecreated in 1995 " The Knife Academy and Defence in Situation " (Académie du Couteau et Défense en Situation - A.C.D.S.) represented in several countries of Europe and in Africa (Mali, etc.). He is also the Founder in 2006 of an another 1901 Law association, " Nature and Sport Endurance " (Nature et Sport Endurance), and he dedicates himself to the development of this project today.
