First Admiral Associate Professor Dato' Doctor Haji Mohd Sutarji Bin Haji Kasmin (born November 5, 1951) is an Malaysian entrepreneur and former navy special forces commander. He is a retired Royal Malaysian Navy with the last rank First Admiral. Sutardji is wellknown and famous for his role as godfather of PASKAL origanated in 1975.
Academically,he earned his Advanced Diploma in Defence Studies from the Malaysian Armed Forces Defence College, Master of Arts in Policy & Security Studies from the National University of Malaysia & PhD in Integrated Coastal Zones Management from the University Putra Malaysia.
Early life and military career[]
Born in Selangor, Malaysia. His first name Sutardji clearly shows his Javanese descent from Indonesia (indicated by the use "dj" instead of "j", which was Indonesian standard orthography from 1950s up to 1973). Sutardji joined the Navy as Ensign in 1970. Since commissioned in May 1972, he was appointments in various positions at maritime and in the naval base of which is the Commanding Officer of the KD Duyong (Ship Rescue Assistance), KD Lembing (Patrol Vessel), KD KINABALU (Mine Countermeasures Vessel) and KD Musytari (Marine patrolboat). He also served as Director of Operations Headquarters Director of the Malaysian Armed Forces and the Armed Forces Defence College Commandant.
First Admiral (Rtd) Dr Hj Sutarji attended various courses both within and outside the country. He attended the Naval Special Warfare in Indonesia in 1976 (and brought the colour of the Indonesian Marine pinkish purple or "jingga" in Javanese and Malay as also the standard for the PAKAL, a close bond which is still exist to this day. During "Ambalat" crisis for example, PAKAL politely refused to involve in the crisis due to their respect to the Indonesian Marines), Riverine Warfare (1977), Explosive Ordnance Disposal (1979), Senior Planning Officer Amphibious (1987), Crisis Management (1993) and Defence Resources Management (2002) in the United States. He has also attended the counter-terrorism special courses in the US Navy SEALs BUD Training Centre (1977), Royal Marines Special Boat Service (1984) and Special Air Service in 1984.
In academic terms, he is a graduated of the Master of Arts (Security and Policy Studies) from Universiti Kebangsaan Malaysia (1995) and Doctor of Philosophy (Integrated Coastal Zone Management) from Universiti Putra Malaysia in 2003.[1]
His last posting was as founder of PASKAL formations and first commander of this special force in 1984. He retired from service on November 30, 2005.
Post military life[]
After retiring, Sutarji served as a Senior Fellow at the Universiti Kebangsaan Malaysia (2005 - 2007) and Associate Professor at Universiti Putra from 2007 to 2012. In UKM, he teaches the Master of Social Sciences students in the field of strategic thinkers and maritime security. In UPM and the UNITEN faculty, he teaches the students of Master of Business Administration in the field of organizational management, strategic management and attitudes in organizations. In the year 2006, he founded BIZREKA Sdn Bhd which focuses on the development of human capital as a side career. Since then, he has attended a series of entrepreneurship courses in addition invited to give lectures on various aspects of entrepreneurship including Motivation For Entrepreneurs, Application of Sun Tzu's Art of War, Strategic Management Companies and Political Analysis and Environmental Safety. Sutardji was be a full-time entrepreneur in the Business Consulting.
